I have been telling people for years to use /dev/MAKEDEV instead, and
udev provides and will continue to provide as long as needed a symlink
there (to /bin/true).
I expect that very few or no packages will fail if makedev is not
installed, and definitely no important one.

I think you should just do it... I do not expect that this will be
controversial or have relevant effects.
