The code for windres, specifically unicode_from_ascii() in winduni.c,
compiles differently on win32 and linux platforms.  On the latter, as
a comment admits, it's broken.  Rather than use the APIs in iconv.h
(as cegcc's version of this file does), it just pads every byte.  For
..rc files in non-western-european languages, that's broken behavior.

This is an upstream bug, of course.  I can contact them if that's
appropriate, but as I read the Debian reporting guidelines that's up
to the maintainer of the package.
