I've observed a similar behaviour during setup, but thought that "-ip" would get ignored, when "-use" is used in the config (which is not the case with your setup).
Try using "-verbose" to see if it's more helpful and please consider reporting it upstream, since this might be a bug. I would have considered that "-ip" given on the command line would override anything (i.e. "use" from the config would get skipped). -- To UNSUBSCRIBE, email to debian-bugs-dist-requ...@lists.debian.org with a subject of "unsubscribe".
