To reproduce:
Open any file in lynx.
Press p to go to the printing options.
Choose "Save to a local file"
For the filename, enter ~/test.

Expected result: lynx should either save the file as test in the home
directory, or it should prompt whether to overwrite the file.
Actual result: "Alert! Cannot write to file."

The same thing happens if a file is downloaded with the 'd' command.

This bug is especially problematic, since I often forget what the current
directory of the 'lynx' process is.

Also, this used to work before I upgraded to lynx-cur.
