You didn't tell it you wanted to.  The only way dch knows whether or not
to abort the changes it is proposing is by checking whether you saved
the temporary file.  You can override that behavior, as has already been
pointed out in this bug (and re-stated here for your convenience) if you
want dch to assume it's always doing the right thing when `dch -r' is
run.
