Package: python-btsutils

btsutils currently uses both SOAP and HTML backends: if the SOAP backend
failed, exceptions would be suppressed and the HTML backend would be
tried. This solution is suboptimal:
- It introduces unnecessary dependency on both python-soappy and
python-beautifulsoup.
- It could conceal bugs in both backends (vide #503716, #503866).
I believe that btsutils should use exactly one backend: the one that is
available (SOAP should be preferred to HTML) or the one that that was
explicitly chosen by the user.
