Some information from the apt-developers:

<jackyf> pabs: (just for case) IIRC no, but if is it possible for
debdelta protocol to obtain result .deb using just URL for target .deb,
someone can implement download method for apt
<pabs> a debdelta server is just a tree of .debdelta files used to
convert one version of a .deb into another, usually exposed over HTTP
<pabs> I guess it needs to know the installed version of the package to
know which delta file to fetch
<jackyf> IIRC apt doesn't provide this info to downloaders, so
implementing this in apt would require time and, probably, mvo's
motivation; btw I want to support debdelta in cupt in some future, but
this is another story
