I've attached a small shell scipt that runs through the usual process. It creates a tmpdir, in there a new repo and injects a debian package. Then it puts an override into .svn/svn-buildpackage.conf and runs svn-buildpackage --svn-only-tag and if it works also svn-buildpackage --svn-tag. For me it works fine.
