I think the idea is that, if heanet.dl.sf.net were to stop being a host from which all SF software could be retrieved, then we could just find another one, and update the (Debian-controlled) php script, and save ourselves from updating a massive number of packages (which need to be updated because its an arguably RC bug if the packages are not available from the given URL).
