Update:

I have tested this problem with various kernels from Debian testing, sid and experimental and sidux. It persists with all 2.6.27 and 2.6.28 kernels. With all 2.6.29 kernels, the machine boots flawlessly without special kernel parameters and two cores are present as designed. So the bug seems to have been solved upstream. I think this bug can be closed.
