Bug#511614: README.Debian mode including UTF-8 char as if it was iso-8859-1

It occurs to me that email encoding may be playing the same tricks on
us, but that string is exactly what is being inserted into the
README.Debian file.

I assume that you have tried customizing that string to
"Marco Túlio Gontijo e Silva" ?
