I'd recommend trying to get it integrated into mainline Wine, instead of including it per distribution. Basically, if there's nothing wrong with that patch, it should be easy enough to get it included in official Wine (sure, there may be trolls and naysayers on the Wine BTS, but they don't make the decisions about what patches to include, only Alexandre Julliard does). And if there *is* something wrong with it, I'd prefer not to include it. And perhaps most importantly, adding it as a distro-specific patch would be an extra maintenance hassle.
