It does exist in my box: $ dpkg -L libgstreamermm-0.10-dev | grep videosink.h /usr/include/gstreamermm-0.10/gstreamermm/videosink.h According to the experimental build log on i386[1], it does get included in libgstreamermm-0.10-dev. Please add more information about your package and system, for instance the one generated by reportbug.
