the default mail-template appears to have subkeys.pgp.net hardcoded also, where it says:
gpg --keyserver subkeys.pgp.net --send-key ${key}
it would be good to have this use the same keyserver selected (so that
if someone sets $CONFIG{'keyserver'} but doesn't set
$CONFIG{'mail-template'}, it pops in the keyserver they chose originally.
