I had the same problem with /dev/null being created with permissions 660
by udev. It turned out that it was a configuration issue.
/etc/udev/permissions.rules was present but not used. I had to manually
create a symlink /etc/udev/rules.d/020_permissions.rules pointing to it.

As for /dev/input/* missing... What do you need it for? Maybe you just
need to put "psmouse" into your /etc/modules or something. I don't think
it's a bug.
