Currently xdm suggests xutils, which depends on x11-xserver-utils. x11-xserver-utils includes the xrdb program. If xrdb is not installed, xdm only just works. Specifically, it will not be able to read the contents of its configuration files in /etc/X11/xdm. So it will present its default appearance. More seriously it will not know to write a PID file in /var/run (this is specified in /etc/X11/xdm/xdm-config). Consequently, /etc/init.d/xdm stop|restart will fail with a "not running" message even though xdm is running. I suggest that xdm should depend on x11-server-utils.
