JQuery is used for the search in the documentation. Other packages also depend on libjs-jquery (e.g. python-multiprocessing) and downgrading the dependency to recommends would cause the symlink at /usr/share/doc/python-apt/html/_static/jquery.js to point to a non-existing file /usr/share/javascript/jquery/jquery.js
