I'm afraid so.

It doesn't happen with 2.27.0/webkit backend built from an svn checkout some
weeks ago in a 32bit chroot using the same $HOME (lots of variables changed
there I'm afraid, not very scientific, sorry) - in fact, that version of
epiphany offers no option but to save.
