We use a different log rotation system than logrotate that has some features
specific to our environment.  We therefore purge logrotate from all of our
systems so that we don't have to clean up all the configuration files
separately to be sure that logrotate doesn't start fighting with our log
rotation system.

cacti is one of the few packages that we've run into that has a hard
dependency on logrotate, making it impossible to purge logrotate and
requiring more effort to get logrotate to not do anything.  Could you
downgrade this dependency to a recommends?  cacti shouldn't require a
specific log rotation package be used, only that its logs be rotated by
some means.  logrotate is priority: important, so anyone who doesn't have
it installed presumably has removed it intentionally and knows that they'll
need to reproduce what it does for various packages.
