I'd like to note that the directive does work in etch's 
release (e.g. tinyproxy_1.6.3-2_i386.deb).

The "bind" directive enables one to set the ip address of outgoing
packets.

For example, I'm running such a setup:
-box has two IP adresses, an internal and an external one.
-default route via internal network.
-tinyproxy is configured to "listen" to the internal IP address,
 and "bind" to the external IP address.
-Effect: Outgoing traffic is sent with the external IP address.

Using Tinyproxy 1.6.3-3.2 from Lenny results in outgoing traffic
being sent by using the standard routing tables (with the internal IP
address rather the bind-configured IP address).
