Package: debconf Version: 1.5.26 Severity: wishlist Dpkg-preconfigure refuses to work at all, when 'apt-extracttemplates' is available, i.e. apt-utils package is not installed.
The obvious command is to use 'dpkg-deb -I <deb> config && dpkg-deb -I <deb> templates' command to obtain needed files for the package.
