I don't see anything in /usr/share/doc/nut/UPGRADING.gz nor was there a
news entry for apt-listchanges:

 - ACCESS is no longer supported in upsd.conf.  Use ACCEPT and REJECT.
        ACCEPT adminbox
        ACCEPT webserver
        REJECT all
   Note that ACCEPT and REJECT can take multiple arguments, so this
        ACCEPT adminbox webserver
        REJECT all

... nothing relevant

Apparently this was a change from 2.2.x.
