I'm working on the new revision of the cpufrequtils package and I started considering your scripts for inclusion. I believe the kind of stuff you're implementing is too much policy related to be active by default on installation because IMO might want the policy you suggest with your scripts. Also, that kind of policy is very limited and, let me say it, the are more suitable tools to implement userspace policies wrt cpufreq stuff. Note: when I'll upload the new package this bug will be closed so if you still wish to discuss the inclusion of your script please open a different bug.
