There is http://bugs.debian.org/419201 "packages.debian.org: Please
include packages NEWS file". In case this gets fixed, the NEWS file
could be downloaded (for official packages), while displaying the local
NEWS file of installed packages would still work for unofficial
packages. There is also an aptitude bug about displaying the changelog
of (installed) unofficial packages by showing the locally installed file
(http://bugs.debian.org/427222) or falling back to the locally installed
file if the PTS has not caught up, yet. That last point would apply to
the NEWS file, too.
