Logic lists of users do not work in /etc/security/group.conf

The line:
*; *; user1 | user2 | user3 | user4; Al0000-2400; cron

Does not work as expected.  It works if each user is on a different
line.  This is different than expected (and documented) behavior, and
worked properly in etch.  Similar problem to #326407.
