Dropping Debian from the short description and the second paragraph
makes it too generic -- there should be some mention that this is
intended for packages in the .deb format.  I propose
  Description: caching proxy server for Debian packages
and
  Approx saves time and network bandwidth if you need to install or
  upgrade Debian packages for a number of machines on a local network."
  
For example, the descriptions of dpkg and apt also refer to "Debian
packages", even though they are clearly used in Ubuntu etc.

Also, I don't think approx should be capitalized (i.e. I prefer
"approx cache" rather than "Approx cache").
