There is a simple mechanism to override the configuration via files in /etc/hal/fdi Given the minimal size and no external dependencies, I don't think demoting the dependency is a good idea (thus wontfix). hal-info was not split out into a separate package, because it is an optional part, but because it is updated more frequently and so can be released independently from hal.
