It seems you are right. I have seen recently that if gnome-keyring is killed 
later
is started and gets into the same endless loop. This might be very much due to 
the
fact that I don't have a password for the keyring and the interface assumes it
can't unlock the thing.

Well, now I realise the dialog was not related to NM per se, but was just 
triggered
by NM.

Which ones would that be? I suspect evolution does, but I don't use it.
