I tried overriding console-setup settings with a custom fdi file but I couldn't. Don't know if the bug is in hal or between keyboard and chair. In the meantime, you can trying moving away /usr/share/hal/fdi/policy/10osvendor/debian-x11-keymap.fdi > So how on earth can I tell X.org to ignore console-setup?
