I'm building a repository of files that pristine-gz fails on, and have not tracked this one down. Do you have a copy?
Interestingly, in version 20080528-2.1 of foomatic-filters-ppds, the file can be reproduced using zgz, and the end of the file is the same as you showed in the "+" side of the diff. So it looks like the new file was created by current gzip --rsyncable, and the old one by, presumably, a different gzip version. -- see shy jo
