That's probably incorrect; xpdf-utils providing poppler-utils has probably been added unilaterally for a particular use case but as you point out xpdf-utils isn't a wholesale replacement for poppler-utils. New provides should be added to poppler-utils / xpdf-utils to express what was meant there.
