This is because of an upstream policy change:



  * Tapping is disabled by default. I've gotten some flak about this but
    I maintain that it is the better choice. Tapping is enabled for
    those touchpads that don't have physical buttons though.

On the other hand, it's now possible to configure synaptics on the fly
(without using the SHM area) so even if you don't like this change, it's
easy to change the settings now. This bug can proably be closed.
