That's not it. hal gets restarted during installation of libsane:
Unpacking libsane (from .../libsane_1.0.19-23_amd64.deb) ...
Processing triggers for man-db ...
Processing triggers for hal ...
Regenerating hal fdi cache ...
Restarting Hardware abstraction layer: hald.

I tried purging and reinstalling libsane a few times. No luck reproducing 
the problem.
