Well, that might be your opinion; "slow" might be true to a certain degree, but it's not much slower than using any locale in the first place. The other comments are no qualified statements at all, so I'm going to ignore them. UTF-8 works everywhere with every language, and finally gets rid of the entire encoding problem altogether.
