Package: manpages-posix

Actually, this is a special case of a more general request. There are
cross-references from some of the POSIX man pages to things that are
not man pages, e.g. the document "Shell Command Language", without
which sh(1posix) is woefully incomplete, as it specifies only the
invocation of the shell, not the language it accepts. This particular
document is a chapter in the 1003.1 standard.

It might be easier just to package the entire standard (if that's
allowable) as another non-free package, but in either case it would be
great if the man page cross-references were obvious (i.e. made it
obvious that "Shell Command Language" is a document that can be found
on a Debian system).
