The current Red Hat version of service runs init scripts like:

env -i LANG="$LANG" PATH="$PATH" TERM="$TERM" "${SERVICEDIR}/${SERVICE}" start

service in Debian should do the same.  This purges the environment of the
sysadmin so that it's not inherited by random daemons (and, from there,
by other login sessions).
