The comments in the file unfortunately don't say anything regarding what
licence it's being distributed under. The default assumption in any
berne-convention country (aka, basically anywhere) has to be that all
rights are reserved by the author.

I've asked the freebsd guys what they do to check software before going
into their archive, but if I could have a statement from you that your
changes are licenced under the BSD or expat licences (which are
basically PD) I can chase the original author to get a statement from
him, or get something from the BSD guys
