It seems that users of jaunty had experienced this bug as well: https://bugs.launchpad.net/ubuntu/+source/udev/+bug/329106.
The Ubuntu maintainers claim to have fixed this in their 140-2 version: http://launchpadlibrarian.net/24341759/udev_140-1build1_140-2.diff.gz. While I haven't tested it, the fix_persistent_net_rules function in their postinst seems to be a good idea. Disclaimer: I don't use Ubuntu at all.
