The Concept index in bash.info is completely broken and the table of
contents links go to the wrong page from "Reporting Bugs" on down.  When
I went to reproduce this bug for entering this bugreport, I discovered
that it does display correctly using gnu info, which is not my usual
info client.  This means that I am now uncertain if this is the result 
of a bug in pinfo or in bash.info.
