This breakage was by no means intentional. However, it happended and it is a bug. Under normal circumstances we would consider fixing it in KDE 3 but since: 1) it is in the package nobody (us and upstream) cares about anymore (KDE 3 desktop) 2) KDE 4 will replace KDE 3 soon it would be counter productive to spend time fixing it.
