Upstream released with having put a config.status file in tarball.
In this case the package which maintainer used cdbs for fails in build.
Because when there was config.status, cdbs misrecognizes when configure
was carried out, and the reason is because it carries out make.
Because cdbs carry out make though does not have Makefile, the build
becomes the error.
I think your best bet here is to set up your debian/rules to delete
config.status before anything else.
I don't think this warrants a general workaround, also because if the
upstream tarball is that broken, you don't really know what other
insanity might be lurking.
