I too experienced this problem when installing Debian from a local
lighttpd mirror (installing from a local apache mirror was fine).

Setting server.max-keep-alive-requests in lighttpd to 1024 (the default
is 128) made the problem go away for me. This suggests that apt-http
doesn't like the http server closing the connection after a number of
requests when it requested keep-alive.
