Do you have a full log please? That sounds strange because texlive-base-bin has a dep n libkpathsea, so that should be there! That is strange. The log shows that libkpathsea is installed and configured before that is run, so the lib must be found. There is another thing that puzzles me: Why on earth are the trigger actions not called?
