You can unarchive bugs by either using the bts command from the devscripts package (bts unarchive 388488) or by sending a mail to <cont...@bugs.debian.org> with the lines "unarchive 388488" and "thanks". Then there's something wrong with either the installation of your runtime files (which seems unlikely given you reinstalled vim-runtime) or your ~/.vimrc and/or ~/.vim.
