I mean that VERBOSE directive is used to set rcS to be _more_ verbose, so some verbosity may be on not dependent on VERBOSE setting.

Citation from man rcS:
"VERBOSE
Setting  this  option  to  no (in lower case) will make the boot
process a bit less verbose.  Setting this  option  to  yes  will
make the boot process a bit more verbose."

It doesn't mean that when its not set to yes that init scripts will not report anything. It is usualy used to report some additional information (such as port bound by server). By my opinion it's not ok, that teamspeak-server starts and user is not informed.
Please revalue if it's really not an issue.
