This is caused by unstable /dev/input/eventX order.

The tablet would work one day and fail another because every time the
PC boots or wakes form sleep it enumerates the event device in random
order.

Sane input device ordering for the case when the /dev/input/eventX
devices are not interchangeable (most cases when you have to resort to
them) would be useful.

This is, however, not something X is going to fix. Neither in stable
which does not even try nor in 1.6. The 1.6 "hotplug" is horrible, I
do not see any way how it can be controlled.
