No, neither of those things make sense. This dll is required on the
target system, it is neither executable nor linked in at runtime on
the host system.

It is provided as a common 'data' file and is intended for people to copy
to their target system or include in their app bundle as appropriate.
It is of no use at all on the build host except for that purpose.
Is the README file found right next to it not clear about that?
I understand what the purpose of mingwm10.dll is. (Otherwise, I would
not file this bug.) It's *not* a documentation file, and it is *not* an
example file, so it does not belong to /usr/share/doc/.
But, right, README is not clear:
- only some programs (those using exceptions and compiled with -mthread)
require the DLL;
- "billware" is not a common term a user should be expected to understand.
