First of all, most applications in GNOME have a policy of supporting old configuration and migrating it forward somehow, not least of which because people often share gconf configuration between systems. So at a minimum, this bug still applies because gnome-terminal doesn't seem to do that. Second, as far as I can tell, if I set the keyboard shortcuts in gnome-terminal through gnome-terminal's Edit->Keyboard Shortcuts..., they work just fine.
