I don't know what that means.

Underneath the icon set, where the description "bucket fill" appears, there is 
an arrow on the description bar, and clicking this brings up a menu that 
contains "Tool Options Menu".

Yeah. If I drag the side of the window to widen it, the missing items now fit 
on the screen, because there are less rows of icons. However, the window still 
goes below the JWM taskbar.

Cool. That worked. However, it leaves the window that it occupied empty and 
below the taskbar still. Maybe we could resize the icon window at that stage, 
removing the bottom void.
