I discovered that
/usr/share/hal/fdi/information/10freedesktop/20-video-quirk-pm-dell.fdi passes
incorrect
options to pm-utils for Inspiron 1100 laptops. The quirks passed should be the
s3-bios,
s3-mode and vbestate-restore. After modifying the file to reflect this, suspend
and
hibernate both work perfectly on my system.
